...as you know, we strongly encourage all refugees to take birth control upon arrival, regardless of whether they're sexually active. While it's not something people like talking about... the reason is because of time surges. Even a simple time surge can become fatal if their unborn child is affected by it.

[Let's not think about why that is!!]

It's been an issue in Nippon for a long time, long before we knew what time surges were. But ever since the time loop, the issue has become exponentially worse. So far, mandatory bed rest or restricting the movements of those who are expecting have been the only methods to allow for safe pregnancies. But even still... ah.
